AVAILABLE TO SELL, A REPRODUCTION SIZE 20 x 30 inches. This is one of the original posters that New Departure sent to Bike Shops for POP`s (point of purchase display). The dimensions are 16 x 25 inches. The text under the photo is; Civilian defense forces find the bicycle useful in coordinating the functioning of such departments as air raid wardens, first aid corps, decontamination squads, the motor squads, etc. This picture was taken in Philadelphia. Lambert Photo. The text on the poster is; `Do You Need A Bicycle? Effective August 15, 1942, OPA has announced new rationing regulations on bicycles. To obtain a purchase certificate from your local rationing board, you must: (1) Have an essential occupation such as . . . , (2) To prove need for a bicycle the applicant must use a bicycle four times a week and satisfy one of the following conditions: . . . On the bottom of the poster is the statement; `Apply to your local rationing board. Bring your certificate to this store`. Howie`s notes; I recall my parents discussing the `purchase certificate` issue at the dinner table in later years. On another subject, the two bikes shown in the picture are two different different models. Also, notice the forged cranks with the offset for chainstay clearance. I rebuilt (from the bare frame up) hundreds of bikes like these in the early 1950`s at Playrite, my family`s bike shop. Rebuilt meant stripping the paint from the frame and fork, repainting and pin striping the frame and fork and reassembling the bike with some of the original used parts and some new parts ( we almost always used new fenders, seats, tires/tubes, grips, bearings, etc.). Almost every day I would paint 7 frame/fork sets and pin stripe the 7 from yesterday that had dried; my dad taught me the technique.
