The original Permit (license) issued by the French Government (possibly Customs) to an American, Mr. G.M. Smith. See the picture gallery for an image of the reverse side. Notice the official Revenue Stamp in the upper right corner which has been cancelled with handwriting. The dimensions of the license are 4 x 7 1/4 inches.
